Two-track rulemaking can create progress without creating coherence. The SEC’s proposed Regulation Crypto Assets may offer a faster path for fundraising exemptions and tokens leaving securities oversight, while CLARITY addresses the wider architecture of classification, SEC-CFTC roles, and trading markets ahead of Senate review on Sep 15. My read: speed matters less than whether the two tracks produce compatible rules for financing, listings, and exchanges. If they diverge, early regulatory movement could still leave projects and markets facing legal uncertainty. #SECDraftVsCLARITY
